Step 1: Whisk the egg whites until stiff
In a large, dry bowl, with an electric mixer on high speed, beat the whites until the mixture forms peaks, at least ten minutes. Once the whites are stiff, gradually add the sugar and cream of tartar and continue beating until the sugar is completely dissolved.
Step 2: Add heavy cream and other ingredients
Slowly add the cream, using a teaspoon at a time, beating on very low speed to avoid drawing air into the mixture; then add the evaporated milk, continuing to beat, and finally the vanilla extract. Step 3: Cool the mixture
Place the mixture in a plastic container and refrigerate, covered, for about three hours.
Step 4: Whisk the mixture
Remove the mixture from the freezer and blend on maximum speed until you have a consistency similar to meringue, place it back in the plastic container and repeat steps three or four until you have the desired consistency.
